About the tournament

Participants of the XXI International Football Tournament "Commonwealth Cup 2013" are 12 national youth teams consisting of players of 1991 year of birth.

Format of the tournament

Group stage

At the group stage 12 participating teams are divided into 3 groups (4 teams in each) and play a round of matches against each other.

The places which teams take in groups at the group stage are defined by the number of points (victory – 3 points, draw – 1 point, defeat – 0 points).

In case of equal number of points of two or more teams the places of teams in groups are defined by additional criteria in the following sequence:

– by the results of the games between them (number of points, the difference between goals scored and let in, the number of scored goals);

– by the best difference of goals scored and let in;

– by the biggest number of goals scored in all the matches;

– in case of equality of all these criteria places in groups are defined by drawing lots.

Play-offs

The teams which took the 1st and 2nd places in their groups and two teams out of three which took 3rd places by showing the best result get in the second stage of the tournament. They play for the 1st to the 8th places according to the system of play-offs.

Best teams from the 3rd positions are defined by the following criteria:

– by the biggest sum of points;

– by the best difference between goals scored and let in in all the matches;

– by the biggest number of goals scored in all the matches;

– in case of equality of these criteria places in groups are defined by drawing lots.

The play-off sytem is formed according to the raiting of the groups stage.

Teams take places from 1st to 8th according to the following criteria:

– by the biggest sum of points;

– by the best difference between goals scored and let in in all the matches;

– by the biggest number of goals scored in all the matches;

– in case of equality of these criteria places in groups are defined by drawing lots.

Pairs of opponents in quarterfinals are formed the following way:

№ 1 of rating – № 8 of rating;

№ 3 of rating – № 6 of rating;

№ 2 of rating – № 7 of rating;

№ 4 of rating – № 5 of rating;

The teams which took 4th places in their groups and the team at the 3rd position which has shown the worst result are playing for places 9 to 12 according to the system of play-off.

Pairs of opponents in play-offs for places 9 to 12 are formed the following way:

4th place in the group A – 4th place in the group C;

4th place in the group B – 3rd place with worst result.

In case if the match of the round "play-off" ends with the draw, according to the regulations the winner is defined by the penalty shot-out. Each team has the right for the 5 penalty kicks. In case of draw, a series of an additional penalty kicks follows until the first miss.

In case of draw in the final match the extra time is appointed (2 halves, 10 minutes each). If the winner is not defined in the end of the extra time, the penalty shot-out is held according to the regulations.
